Low-Income Energy Assistance Program (LIEAP): 1-800-233-8503
The Low-Income Energy Assistance Program (LIEAP) provides financial compensation for households to pay heating bills.
It is important for Northern Electric Cooperative members to understand that LIEAP does not pay the full cost of a family's utility bill. However, the program is designed to assist families who might otherwise be unable to pay the full cost of heating their homes. Funds for LIEAP are distributed on a first-come basis for meter readings from October 1-May 15.
To be eligible for the South Dakota Department of Social Services (DSS) Low Income Energy Assistance Program households must:
- Complete the DSS LIEAP Application by calling 1-800-233-8503 or visiting https://dss.sd.gov/economicassistance/energyassistance/lowincome.aspx to apply.
- The total gross income of the household must not exceed maximum income guidelines. (chart below)
- The applicant must be responsible for paying the home heating costs.

ECIP is the emergency component of LIEAP. To qualify for ECIP heating funds, the household must meet the income guidelines AND be in a crisis situation. Crisis situations include residents that have received a utility disconnection notice or have an eviction notice for non-payment if heat is included in the rent.
Weatherization Assistance Program (WAP): 1-605-698-7654
The Weatherization Assistance Program (WAP) helps households overcome the rising costs of heating by making homes more energy efficient. WAP is operated at the local level by community action agencies or other assistance groups.
